Staff Announcement: Director, Finance & Operations

Portrait of Ihab KhalilWe are delighted to announce that Ihab Khalil has accepted the newly created role of Director, Finance & Operations, and will be joining the Division of HR & Equity as of January 13, 2020.

As part of his mandate to provide strategic direction and sound management to operations and business administration with the HR & Equity portfolio, Ihab will:

  • Develop short and long-term strategic plans to support the priorities of the Division, including financial & strategic planning, space & facility operations, and information technology planning;
  • Lead the Division’s annual budget process; and
  • Provide strategic advice to the Vice-President, Executive Team, and senior staff on a wide range of initiatives to optimize the Division’s capacity to perform its service mandate for the University.

Ihab comes to the University of Toronto as a leader with 25 years of public sector and broader public sector expertise. Since 2002, he has worked in the provincial government in a series of progressively more responsible roles, including time as a Risk & Assurance Consultant in the Ministry of Government Services, Special Policy Advisory to the Provincial Controller at the Ministry of Finance, Corporate Chief Accountant & Controller for the Ministry of the Environment, and Manager, Strategic & Fiscal Planning in the Ministry of Health & Long Term Care. His previous roles also include leading both the start-up and wind-up of the corporate services function of the Ontario Retirement Pension Plan Administration Corporation (ORPPAC). Most recently, he was the Senior Manager of I&IT Controllership at the Treasury Board Secretariat.

Ihab is a Chartered Professional Accountant (CPA, CMA) and has a Master of Business Administration from McMaster University.

We are confident that Ihab’s wide-ranging experience in the broader public sector, as well as his expertise in financial management and strategy, will be key to furthering the Division’s strategic vision and commitment to improving HR initiatives, supports, and services across all three campuses.
