Further to Kelly Hannah-Moffat’s message of September 15, 2020, regarding the launch of the Performance Assessment process, I am writing to provide an update regarding changes to compensation for non-represented staff.
On October 6, Business Board approved a series of recommendations regarding compensation increases for Confidential, Professional & Managerial (PM), Advancement Professionals (AP), and Research Associate & Senior Research Associate (RA / SRA) staff.
Merit increases
The University administers annual merit increases for eligible non-represented staff groups in line with each group’s existing compensation policies. Although the launch of this year’s performance assessment process was delayed, merit pay will be retroactive to July 1, 2020. Merit increases will be determined based on June 30, 2020 salaries and will be implemented in the December 2020 pay.
Across the Board (ATB) increase
Across the Board (ATB) increases for eligible non-represented staff groups have historically been determined by taking into account the compensation increases negotiated with other unionized employee groups. The USW Staff-Appointed bargaining unit negotiated a renewal agreement that did not include any ATB increases, benefit improvements, or any other improvements for bargaining unit employees this year. Taking this into consideration, Business Board agreed not to provide an ATB to eligible non-represented staff groups on July 1, 2020.
In addition to maintaining consistency with unionized groups, the decision not to provide an ATB to non-represented staff will also ensure the University’s compliance with the compensation restrictions legislated under Bill 124. Year one of the three-year moderation period required under Bill 124 began on July 1, 2020.
Processing Instructions
Detailed processing instructions for this year’s merit increases will be distributed to Divisional HR Offices and Business Officers in advance of the December pay close.
